El comandante Enrique Burciaga nos habla del trabajo que hace la Dirección Especializada en Violencia Familiar y de Género, de la cual él está al frente

Sólo en un mes, en la línea de emergencia de esta ciudad, se reciben mil 220 llamadas de auxilio realizadas por mujeres agredidas física, psicológica o emocionalmente, quienes son canalizadas para ser atendidas por personal de la Dirección Especializada en Violencia Familiar y de Género, de la Secretaría de Seguridad Pública Municipal (SSPM).
Encabezada por el comandante Enrique Burciaga Heras, esta área está enfocada en atender de forma prioritaria la violencia familiar y de género, la cual -por instrucciones del presidente municipal, Cruz Pérez Cuéllar- se ha fortalecido y ha incrementado su estado de fuerza.
Su titular
Enrique Burciaga Heras, es originario de Ciudad Juárez, tiene 38 años de edad y actualmente como director de la Dirección Especializada en Violencia Familiar y de Género tiene a su cargo a 90 personas. Entró a la SSPM en 2008 y sus primeras encomiendas eran como analista y agente de un equipo táctico de operaciones especiales.
Fue hasta 2016 que le fue asignada la Unidad Especializada en Violencia Domestica (Unevid), la cual lo llevó a capacitarse y a compartir con su equipo los conocimientos y experiencias aprendidos.
Sin embargo, la encomienda fue más personal, pues recuerda que en su vida familiar también existió este tipo de violencia.
“Mi madre fue víctima de violencia y no recuerdo que ella haya tenido la oportunidad de acercase, de que alguien le diera mayor acceso a la justicia, es parte de lo que a mí me hace trabajar en esto y difundir la información”, nos confía el comandante, quien espera ser un buen ejemplo para sus hijos, que sabe quieren imitarle.
Con una Fe, amor y compromiso
“Mi familia es Cristiana y creemos en Dios en hacer las cosas bien”, nos habló a Visionarias el comandante que su inspiración es trabajar y comprometerse con las mujeres y la familia, por eso es parte de su trabajo difundir la ayuda al acceso a la justicia a la ciudadanía de Cd. Juárez.
Cómo surge
“Comenzamos siendo una agrupación que pertenecía a la Dirección de Prevención Social y en esta administración se ha ido fortaleciendo y capacitando, profesionalizando a los policías para que den una mejor atención a las llamadas que llegan al 911 relacionadas a la violencia familiar y de género”, comenta para Visionarias el comandante Burciaga.
Fue el 7 de julio de 2023 que “debido a la necesidad que existe y basándose en las estadísticas”, Ciudad Juárez se convirtió en la sede de la primera Dirección de Policía Municipal en Atención a Mujeres de Víctimas de Violencia Familiar y de Género.
Esta dirección tuvo como objetivo, desde el primer momento, fortalecer las facultades y las capacidades del personal operativo de la SSPM para hacer frente a los llamados de violencia familiar, de género y contra de la mujer, que es como se catalogan dichos llamados en el 911, y que son los que más se reciben.
Qué hacer en caso de necesitar ayuda
Burciaga Heras informa a Mujeres Visionarias que cualquier víctima puede recibir ayuda por medio de dos vías.
La primera opción es a través del 911 del Centro de Respuesta Inmediata.
La segunda es el número que se encuentra en el material impreso el 656-381-0922, este es el número directo de la Dirección Especializada, esto en el caso de requerir una patrulla, que llegará al lugar indicado con sólo proporcionar nombre y dirección del lugar de los hechos.
Cabe agregar, que, aunque se comunique al número mencionado, la persona agraviada debe marcar al CERI 911para generar un folio que será de utilidad en caso de proceder legalmente contra el agresor.
El comandante también nos dice que una vez hecha la llamada a la Línea de Emergencia CERI 911se activa el Protocolo Policial de Atención a Mujeres Víctimas de Violencia, que canaliza el reporte a las patrullas de atención, las cuales acuden al lugar en primera instancia para entrevistar a los involucrados.
Una vez que se identifica quién es el agresor y quién es la víctima, se hacen las entrevistas correspondientes por separado y se comienza con el registro. Finalmente se hace la detención de la persona señalada y se canaliza a la agredida a un centro de atención donde recibirá asesoría.
“Un policía de la Dirección está capacitado para dar atención a las mujeres y una correcta orientación, ya sea jurídica o psicológica y poder ayudar mejor en la crisis”, dice el director, quien recuerda a las víctimas ratificar las denuncias ante Fiscalía, pues con la sola detención no inicia el proceso legal. También pide a las mujeres no tener miedo y confiar en esta instancia, la cual hace un seguimiento a las llamadas atendidas.
“La unidad con la que contamos en la SSPM tiene un personal muy comprometido y si existen situaciones que no son sus facultades tengan por seguro que vamos a ver la manera de tener una buena canalización hacia donde corresponde para darle una solución a su problema”, asegura.
Efectiva
Cada integrante de la Dirección Especializada en Violencia Familiar y de Género se encuentra en constante capacitación, acuden a diplomados de especialización en temas de violencia y son vigilados por un comité interinstitucional que evalúa las acciones que realiza esta área, la cual siempre escucha propuestas para mejorar los procedimientos, atención y mantener la certificación de los policías.
Por último la unidad cuenta con todo el personal comprometido hasta donde están sus facultades y harán lo posible por que la justicia llegue a las víctimas y si no se está dentro de sus facultades se llevarán con las respectivas autoridades para que la ayuda a la mujer y la familia sea efectiva.

Only in one month, the city’s emergency hotline receives 1,220 calls for help from women who have been physically, psychologically, or emotionally assaulted, who are channeled to be attended by personnel from the Specialized Directorate for Domestic and Gender Violence of the Municipal Public Security Secretariat (SSPM).
Headed by Commander Enrique Burciaga Heras, this area is focused on prioritizing family and gender violence, which, on the instructions of the municipal president, Cruz Pérez Cuéllar, has been strengthened and has increased its state of force.
It’s head
Enrique Burciaga Heras, a native of Ciudad Juarez, is 38 years old and currently, director of the Specialized Directorate of Family and Gender Violence, is in charge of 90 people. He joined the SSPM in 2008, and his first assignments were as an analyst and agent of a special operations tactical team.
It was until 2016 that he was assigned to the Specialized Unit on Domestic Violence (Unevid), which led him to train and share the knowledge and experience he learned with his team.
However, the assignment was more personal, as he recalls that there was also this type of violence in his family life.
“My mother was a victim of violence, and I don’t remember her ever having the opportunity to get closer, for someone to give her greater access to justice; that is part of what makes me work on this and spread the information,” confides the commander, who hopes to be an excellent example for his children, who he knows want to imitate him.
With faith, love, and commitment
“My family is Christian, and we believe in God to do things right,” the commander told Visionarias that his inspiration is to work and commit to women and family, that is why it is part of his work to spread the help to access to justice to the citizens of Juarez.
How it came about
“We started as a group that belonged to the Directorate of Social Prevention and in this administration has been strengthened and trained, professionalizing police officers to give better attention to calls that come to 911 related to family and gender violence,” says Visionarias Commander Burciaga.
On July 7, 2023, “due to the need that exists and based on statistics,” Ciudad Juarez became the headquarters of the first Municipal Police Directorate in Attention to Women Victims of Family and Gender Violence.
This directorate’s objective, from the very beginning, was to strengthen the powers and capacities of the SSPM’s operative personnel to deal with calls of family violence, gender violence, and violence against women, which is how these calls are cataloged in 911, and which are the most frequently received.
What to do in case you need help
Burciaga Heras informs Mujeres Visionarias that victims can receive help through two channels.
The first option is through the 911 Immediate Response Center.
The second is the number found in the printed material 656-381-0922; this is the direct number of the Specialized Directorate, this in the case of requiring a patrol car, which will arrive at the indicated place by simply providing the name and address of the site of the facts.
It should be added that, even when calling the number above, the aggrieved person should dial CERI 911 to generate a folio that will be useful in the event of legal proceedings against the aggressor.
The commander also tells us that once the call is made to the CERI 911 emergency line, the Police Protocol for Attention to Women Victims of Violence is activated. This channels the report to the patrols, who go to the scene to interview those involved.
Once the aggressor and the victim are identified, the corresponding interviews are conducted separately, and the search begins. Finally, the person is arrested, and the victim is referred to a care center where she will receive counseling.
“A police officer from the Directorate is trained to provide attention to women and a correct orientation, whether legal or psychological and to be able to better help in the crisis”, says the director, who reminds the victims to ratify the denunciations before the Public Prosecutor’s Office, since the arrest alone does not initiate the legal process. He also asks women not to be afraid and to trust this instance, which follows up on the calls answered.
“The unit we have in the SSPM has a very committed staff, and if there are situations that are not within their powers, be assured that we will see a way to have a good channeling to where it corresponds to give a solution to your problem,” he says.
Effective
Each member of the Specialized Directorate of Family and Gender Violence is in constant training; they attend specialization courses on violence issues and are monitored by an inter-institutional committee that evaluates the actions carried out by this area, which constantly listens to proposals to improve procedures, attention and maintain the certification of police officers.
Finally, the unit has all the personnel committed to the extent of their faculties, and they will do their best to ensure that justice reaches the victims; if it is not within their faculties, they will take it to the respective authorities so that the help to the woman and the family is practical.
El trabajo en equipo y la organización son las herramientas clave para su labor
Reconocida en la frontera como la mejor wedding planner de Ciudad Juárez, Laura Sánchez comparte con Visionarias su estrategia para mantenerse en lo más alto de la organización de eventos, al tiempo que debe seguir siendo madre y esposa al 100 por ciento.
Esta mujer visionaria nos dice que el secreto está en el tiempo y en trabajar en equipo con su familia para que ella pueda cumplir con su oficio, el cual comenzó a desempeñar en 2016.
Recuerda que fundó Decco Event Planning and Design luego de asistir a una boda en la Ciudad de Chihuahua, donde se fijó en todos los detalles, la organización y decoración, algo que siempre le interesó.
Pero para lograrlo no sólo bastaba con querer hacerlo, tenía que organizarse para seguir cumpliendo con su rol de mamá, así como esposa, por lo que el tiempo fue su mayor reto, ya que ahora también debía acoplarse a la disponibilidad de sus clientes.
Sin embargo, gracias al apoyo de su marido y su fe en Dios a sabido llevarlo a cabo, “Dios siempre ha estado conmigo, cada día me sorprende más de cómo ha estado conmigo, yo siempre digo ‘gracias, Dios’, porque hasta yo misma me sorprendo; digo ‘gracias, Dios, porque estuviste aquí y esto tú me guiaste’, Dios me guió para hacer todo esto”, dice.
Sus hijos, su mayor proyecto
Para Laura, “ser madre es algo muy bonito”, asegura que junto con ello, su familia se ha convertido en un equipo cuyo objetivo final es hacer de sus hijos buenas personas, con valores y principios, además de la gratificación que tiene al sentirse admirada por sus hijos.
Es por lo anterior que siempre busca darles el mejor ejemplo para que en un futuro sepan valorar a las mujeres de su vida.
“Yo tengo dos niños varones y darles ese ejemplo a mis hijos siento que a ellos les va a influir mucho en su vida con su pareja o matrimonio para que ellos acepten que también como mujer tenemos la misma oportunidad”, dice.
Y por esas mismas oportunidades es que envía un sincero mensaje, “crean… cuando uno cree en uno mismo sacamos maravillas de nosotras mismas, que a veces nosotras mismas nos impresionamos, dudamos tanto y muchas veces nos opacan, pero sí puedo”, agrega.

Teamwork and organization are key tools for her work.
Recognized on the border as the best wedding planner in Ciudad Juárez, Laura Sánchez shares with Visionarias her strategy for staying at the top of the event planning game while remaining a 100 percent mother and wife.
This visionary woman tells us that the secret lies in time and working as a team with her family so she can fulfill her profession, which she began in 2016.
She recalls that she founded Decco Event Planning and Design after attending a wedding in Chihuahua City, where she focused on every detail, the organization, and the decoration, something that had always interested her.
But to achieve this, it wasn’t enough just to want to do it; she had to organize herself to continue fulfilling her role as mother, as well as wife. Therefore, time was her biggest challenge, as she now also had to accommodate her clients’ availability. However, thanks to her husband’s support and her faith in God, she has been able to carry it out. “God has always been with me. Every day I am more surprised by how He has been with me. I always say, ‘thank you, God,’ because even I am surprised. I say, ‘thank you, God, because you were here, and you guided me through this.’ God guided me to do all of this,” she says.
Her Children, Her Greatest Project
For Laura, “being a mother is a beautiful thing.” She asserts that, along with this, her family has become a team whose ultimate goal is to raise their children into good people, with values and principles, in addition to the gratification she gets from feeling admired by them.
This is why she always strives to set the best example for them so that in the future they will know how to value the women in their lives.
“I have two boys, and setting that example for my children, I feel, will greatly influence them in their lives with their partners or marriages, so that they will accept that as women, we also have the same opportunities,” she says.
And it is through these same opportunities that she sends a sincere message: “Believe… when you believe in yourself, we bring out wonders in ourselves. Sometimes we impress ourselves, we doubt ourselves so much, and many times we are overshadowed, but yes, I can do it,” she adds.

Empresaria, creadora de contenido e inspiración para otras mujeres, así es nuestra Mujer Visionaria del mes de marzo
“Mi nombre es Diana Borruel, así me encuentran en mis redes sociales. Yo soy originaria de Chihuahua, Chihuahua…”
Así es como empieza la plática de Visionarias con la joven empresaria y creadora de contenido, que ha encontrado en esta frontera el escaparate perfecto para darse a conocer y hacer crecer sus proyectos.
“Ciudad Juárez es una ciudad que me ha recibido con mucho amor, mucho cariño a mí, a mis proyectos, a mi negocio, me he sentido en familia aquí”, nos dice Diana, quien desde hace unos 7 años comenzó a ser referente de la ola de influencers fronterizos con más presencia en redes sociales, especialmente en Instagram, donde cuenta con miles de seguidores de todas partes del mundo.
Esta mujer visionaria nos cuenta que comenzó haciendo publicidad gratuita a establecimientos comerciales de su natal Chihuahua, donde estudió Gestión y Desarrollo de Empresas, sin embargo, su amor por la música y componer la llevó por otro camino, “me encanta la música, me encanta cantar, me gusta todo lo que tiene que ver con crear, me fascina crear, crear, crear”, dice.

Pero desarrollar su lado creativo no es en lo único que se concentra nuestra entrevistada, pues también invierte su tiempo en Natura Fit, una empresa pensada en el beneficio de otras mujeres y con la cual cumple 2 años.
“Natura Fit es un suplemento alimenticio para todas las mujeres que nos encanta la belleza, que nos gusta sentirnos bien y sobre todo tener un peso saludable, vernos mejor, mejorar nuestro aspecto; sirve para la digestión, para la celulitis, la apariencia de la piel, para la ansiedad… la verdad tiene muchísimos beneficios”, nos informa.
También nos comparte que al inicio no fue tan fácil, pues era ella quien hacía todo el trabajo, desde el servicio al cliente 24/7, hacer paqueterías, recibir producto, hablar con proveedores, etcétera.
Sin embargo, esta situación hoy en día ha cambiado, pues actualmente tiene alrededor de 50 personas trabajando directa e indirectamente con su emprendimiento, el cual tiene compradores en México, Estados Unidos y Canadá, así como más de mil 500 testimonios positivos en sus páginas oficiales, mismos que se han convertido en su publicidad más poderosa.
Su verdadera pasión
Pero, aunque su faceta de empresaria ha resultado un éxito en su vida, Diana Borruel no se olvida de su verdadera pasión, la música, por lo que espera este año poder lanzar su material discográfico, del cual ella ha escrito las canciones, “tengo alma de compositora”, nos dice.
Al cuestionarle sobre cuál es su inspiración, nos dice que es la vida misma, “en cada pedacito que podemos ver en las personas, en mi pareja, en mi mamá, en mi papá, en los atardeceres se puede encontrar a Dios, entonces, ahora sí que la vida que Dios nos regala”.
Agrega que parte de eso que la motiva está “todos los días el poder levantarme y sentirme viva, sentirme agradecida de estar viva, el poder decir ‘tengo que honrar a Dios’… estoy saludable, tengo salud, estoy completa, cómo me voy a poder quedar acostada en mi cama 24 horas al día, claro que no, tienes que salir a la vida, hacer algo”.
Y es precisamente esa inspiración y las ganas de compartir con otras mujeres lo que –a la par del resto de sus proyectos– la ha llevado a escribir un libro, del que aún no tiene el título, pero espera vea la luz pronto, pues ha puesto todo su corazón en él.
Diana nos comenta “Estamos en una faceta de la mujer en la que estamos descubriendo el poder que tenemos dentro de nosotras, si podemos crear vida, qué no podemos crear…
!Es nuestro tiempo!”, ella nos dice que le gusta vivir en conciencia un estado que quiere compartir con otras mujeres, a quienes quiere ayudar a lograr sus sueños y aspiraciones.

“My name is Diana Borruel, that’s how you can find me on my social media. I’m originally from Chihuahua, Chihuahua…”
This is how Visionarias begins her conversation with the young businesswoman and content creator, who has found in this border the perfect showcase to make herself known and grow her projects.
“Ciudad Juárez is a city that has welcomed me with a lot of love, a lot of affection for me, my projects, my business, I have felt like family here,” says Diana, who about 7 years ago began to be a reference for the wave of border influencers with more presence on social networks, especially on Instagram, where she has thousands of followers from all over the world.
This visionary woman tells us that she began by doing free advertising for commercial establishments in her native Chihuahua, where she studied Business Management and Development, however, her love for music and composing took her down another path, “I love music, I love singing, I like everything that has to do with creating, I love creating, creating, creating,” she says.

But developing her creative side is not the only thing our interviewee focuses on, as she also invests her time in Natura Fit, a company designed for the benefit of other women and with which she has been working for 2 years.
“Natura Fit is a nutritional supplement for all women who love beauty, who like to feel good and above all have a healthy weight, look better, improve our appearance; it is useful for digestion, cellulite, skin appearance, anxiety… the truth is it has many benefits,” she tells us.
She also shares that at the beginning it was not so easy, because she was the one who did all the work, from customer service 24/7, making packages, receiving products, talking to suppliers, etc.

Her true passion
But, although her role as an entrepreneur has been a success in her life, Diana Borruel has not forgotten her true passion, music, which is why she hopes to be able to release her album this year, for which she has written the songs, “I have the soul of a composer,” she tells us.
When asked what inspires her, she tells us that it is life itself, “in every little piece that we can see in people, in my partner, in my mother, in my father, in the sunsets, we can find God, so now, it is the life that God gives us.”
She adds that part of what motivates her is “being able to get up every day and feel alive, feeling grateful to be alive, being able to say ‘I have to honor God’… I am healthy, I have health, I am complete, how can I stay in bed 24 hours a day, of course not, you have to go out into life, do something.”
And it is precisely that inspiration and the desire to share with other women that –along with the rest of her projects– has led her to write a book, which she does not yet have a title for, but she hopes will see the light soon, because she has put all her heart into it.
Diana tells us “We are in a phase of women in which we are discovering the power that we have within us, if we can create life, what can we not create…
It is our time!” She tells us that she likes to live in consciousness, a state that she wants to share with other women, whom she wants to help achieve their dreams and aspirations.
